MONROVIA: The National Lottery Authority (NLA) wishes to inform the public, players, and stakeholders that it has successfully concluded the administrative matter involving LIPAY Inc. and has restored the company’s licensing status in Liberia.
The NLA is pleased to confirm that LIPAY Inc. was issued a one-year license for the 2026/2027 licensing period on September 22, 2026, authorizing the company to operate in Liberia in the following areas: Sports Betting, Online Casino, and
Online Lottery.
LIPAY Inc. represents the 1xBet brand in Liberia and is authorized to conduct its licensed activities in accordance with the NLA Act of 2014, applicable NLA Regulations, and all relevant AML/CFT, responsible gaming, and other regulatory requirements.
Following a series of hearings and discussions held at the Authority, the NLA and LIPAY Inc. reached an amicable settlement to resolve the administrative matter.
Under the terms of the Settlement Agreement dated September 14, 2026, LIPAY Inc. has committed to fulfilling its obligations under the Agreement and to maintaining full compliance with all applicable licensing, regulatory, and AML/CFT requirements going forward.
As part of the settlement, the NLA agreed to facilitate the removal of the regulatory restrictions previously imposed on LIPAY Inc., subject to the fulfilment of the agreed settlement conditions.
The NLA is pleased to recognize the successful conclusion of the administrative matter and the restoration of LIPAY Inc.’s licensing status, allowing the company to continue its licensed operations in Liberia.
Thus, the NLA confirms that LIPAY Inc., representing the 1xBet brand in Liberia, is an officially licensed operator in Liberia.
As with all licensed operators, LIPAY Inc.’s license remains subject to continued compliance with all applicable laws, regulations, licensing conditions, and directives of the Authority, in accordance with the NLA’s regulatory mandate.
The National Lottery Authority remains committed to promoting transparency, responsible gaming, regulatory compliance, and the protection of players, while ensuring that Liberia’s gaming sector contributes appropriately to national revenue.
The public is advised to patronize only operators duly licensed by the National Lottery Authority.
